The Challenges for Tomorrow's Federal Manager

This article, which appeared in the GAO Journal, No. 3, Fall 1988, discusses the opportunities and challenges facing federal managers in the coming years. Federal managers will need to: (1) have greater technical experience for managing the wide array of complex and technologically advanced public programs; (2) employ innovative management techniques for more efficient use of resources; (3) attract, develop, and retain the best and brightest workers; and (4) provide spirited leadership.
