A firm protested a Department of State contract award for a vault system, contending that the awardee's product did not meet the solicitation's certification requirements. GAO held that the: (1) awardee's product satisfied State's needs; and (2) award did not prejudice the protester, since the protester competed on the same basis as the awardee. Accordingly, the protest was dismissed.
