A firm protested the Air Force's rejection of its bid for disk subsystems and subsequent cancellation of the solicitation, contending that: (1) the solicitation did not require that bidders provide complete descriptive literature on their products; (2) since the product it proposed was well known, the contracting officer should have known the product's qualifications; (3) its product was the only one that met the requirements; and (4) the Air Force should have allowed it to provide the required literature after bid opening. GAO held that the: (1) Air Force properly rejected the protester's bid as nonresponsive for failure to provide the required literature; (2) Air Force had no obligation to obtain data from the protester after bid opening; (3) protester was not sufficiently interested to protest the cancellation, since it was not in line for award; (4) Air Force properly cancelled the solicitation when it became aware of the discrepancies between the brand-name product and the solicitation specifications; and (5) protester's contention that its product alone met the requirements was academic, since the Air Force resolicited the requirement. Accordingly, the protest was denied in part and dismissed in part.
