A firm protested the Navy's rejection of its low bid for construction of a parking lot, contending that its bid was responsive, since the bid guarantee was effective for the 60-day bid acceptance period. GAO held that the Navy properly rejected the protester's bid as nonresponsive, since the bid guarantee expired prior to the time the Navy would need to exercise its rights if the bidder failed to furnish the required bonds. Accordingly, the protest was denied.
