[Protest Against DPSC Contract Award for Dairy Products]

A firm protested a Defense Personnel Support Center (DPSC) contract award for dairy products, contending that DPSC improperly evaluated the awardee's transportation costs based on inaccurate estimates. GAO held that the: (1) protest was academic, since DPSC cancelled the contract and resolicited the requirement; and (2) protester was not entitled to reimbursement for its bid and protest preparation costs, since its protest was without merit. Accordingly, the protest was dismissed and the claim was denied.
