An Air National Guard employee appealed the denial of his request for a waiver of erroneous overpayments which he received after the Guard incorrectly stopped deducting life insurance premiums. The claimant contended that the Guard was at fault and that collection would be against equity and good conscience and not in the government's best interest. GAO held that the claimant was partially at fault, since he failed to review his earnings statements to determine whether the Guard was deducting his premiums. Accordingly, the waiver was denied.
