[Census Bureau Employees' Entitlement to Retroactive Leave for Intermittent Employment]

The Census Bureau and a labor union requested a decision concerning 11 Bureau employees' claims for retroactive annual and sick leave benefits for intermittent employment during prescheduled tours of duty. GAO held that, although some of the employees worked 40 hours a week, the Bureau did not require the employees to work regularly scheduled tours of duty. Accordingly, the claims were denied.
