A firm protested a Defense Construction Supply Center (DCSC) contract award for pump vanes, contending that DCSC improperly determined that the awardee's equipment was a technically acceptable alternate, since: (1) DCSC did not conduct first-article testing; and (2) the awardee failed to submit adequate performance data. GAO held that DCSC reasonably determined that the awardee's equipment conformed to the solicitation requirement, since the awardee's descriptive literature and drawings demonstrated its technical acceptability. Accordingly, the protest was denied in part and dismissed in part.
