Highlights

A firm requested further reconsideration of its denied protest against an Air Force contract award for electronic drawer containers. GAO had held that the Air Force properly awarded the contract noncompetitively, since it had an urgent and compelling need to prevent a work stoppage. In its first request for reconsideration, the protester had contended that the Air Force should not have required testing for its equipment, since the solicitation did not contain such a requirement. GAO had held that the Air Force reasonably required the tests to alleviate concerns about the protester's manufacturing process. GAO held that the protester merely restated its prior arguments and did not provide new legal or factual information that would warrant reversal or reconsideration of the protest. Accordingly, the request for reconsideration was denied.
