A firm protested a Navy contract award for technical and engineering services, contending that the Navy: (1) improperly considered proposed subcontractors, personnel, and facilities in evaluating bids; and (2) should have awarded it the contract, since its low bid was technically equal to the awardee's. GAO held that the Navy: (1) properly evaluated bids, following the solicitation's evaluation formula; and (2) reasonably determined that the awardee's bid was superior to the protester's. Accordingly, the protest was denied.
