The National Oceanic and Atmospheric Administration (NOAA) requested a decision regarding an employee's claim for per diem during extended reconnaissance flights. GAO held that NOAA properly determined that extended flights did not constitute travel, since the claimant was not performing temporary duty away from his permanent duty station.
