A firm protested an Immigration and Naturalization Service delivery order for chairs, contending that the order exceeded the awardee's maximum order limitation. GAO held that the protester untimely filed its protest more than 10 working days after it should have learned the basis for protest. Accordingly, the protest was dismissed.
