Highlights

A firm claimed reimbursement for its preparation costs pursuant to its dismissed protest against a National Institutes of Health (NIH) solicitation. GAO had held that the protest was academic, since NIH took appropriate action to correct the solicitation's deficiencies. GAO held that there was no basis to reimburse the protester for its protest preparation costs. Accordingly, the claim was denied.
