A firm protested a General Services Administration (GSA) contract award for letter and numerical sets, contending that the awardee illegally engaged in collusive bidding. GAO would not consider the protest, since allegations of collusive bidding concerned: (1) GSA in the context of its responsibility determination; and (2) the Department of Justice if there was evidence of criminal activity. Accordingly, the protest was dismissed.
