Highlights

A firm protested an Army contract award for tank track shoe assemblies and components, contending that the Army: (1) inconsistently applied a mileage factor in evaluating bids; (2) failed to sufficiently explain its bid evaluation method; and (3) failed to apply an evaluation factor to the awardee's warranty. GAO held that the: (1) protester untimely filed its protest regarding alleged evaluation improprieties more than 3 months after it became aware of the basis for protest; (2) Army provided reasonably definite information concerning the relative importance of bid evaluation factors; and (3) Army properly applied all appropriate evaluation factors to the awardee's bid. Accordingly, the protest was dismissed in part and denied in part.
