[Protest of Air Force Rejection of Bid for Maintenance Services]

A firm protested the Air Force's rejection of its bid for maintenance services, contending that the: (1) Air Force improperly determined that it was nonresponsible before completion of the preaward survey; and (2) Small Business Administration (SBA) did not allow it sufficient time to apply for a certificate of competency (COC). GAO would not review the Air Force's nonresponsibility determination, since the protester failed to: (1) show that the Air Force acted fraudulently or in bad faith; and (2) file a COC application. GAO held that SBA reasonably established an 8-day deadline for COC applications. Accordingly, the protest was dismissed.
