A firm requested reconsideration of its dismissed protest of a Forest Service solicitation for helicopter services. GAO had held that the protester untimely filed its protest. In its request for reconsideration, the protester contended that: (1) it timely filed its protest with its bid prior to bid opening; and (2) GAO should consider its protest merits, since the issue it raised was of interest to the procurement community. GAO held that the: (1) protester untimely filed its protest, since regulations did not permit opening the bid prior to bid opening; and (2) protest concerned flight rates, which was not an issue warranting consideration as a significant. Accordingly, the original dismissal was affirmed.
