A firm protested a General Services Administration (GSA) contract award to another firm for replacement windows, contending that GSA should have awarded it the contract, since it: (1) orally informed GSA of its intent to extend its bid acceptance period; and (2) subsequently advised GSA in writing of its intent. GAO held that GSA properly awarded the contract, since: (1) it did not receive the protester's written notification; and (2) its telephone records did not reflect the alleged oral notification. Accordingly, the protest was denied.
