A United States Information Agency (USIA) employee appealed the denial of his request for salary overpayment waiver, contending that the overpayment: (1) resulted from an administrative error; and (2) was less than the recorded amount, since he made some repayment. GAO held that the employee was partially at fault for failing to review his earnings and leave statements to ascertain whether USIA made proper deductions. Accordingly, the claim was denied.
