A Department of Energy (DOE) employee appealed the denial of his claim for relocation expenses, contending that DOE incorrectly determined that his transfer increased his commuting distance by less than 10 miles. GAO held that DOE properly determined that the employee's change of residence was not incident to his transfer. Accordingly, the claim was denied.
