A firm requested reconsideration of its denied protest of an Army small business set-aside solicitation for concrete mattresses. GAO had held that the Army acted reasonably in limiting the procurement to small businesses, since it: (1) determined that there were small business concerns able to meet its needs; and (2) received reasonable bids. In its request for reconsideration, the protester contended that the Army: (1) should not have considered the expressed interest of small business firms; (2) determination of price reasonableness was unreliable; and (3) should not have restricted the solicitation to small business firms because they were not at a disadvantage. GAO held that the protester failed to: (1) show that there were any legal or factual errors in the original decision; or (2) provide information not previously considered. Accordingly, the request for reconsideration was denied.
