The National Security Agency (NSA) requested an advance decision concerning a transferred employee's claim for additional temporary lodging allowances. GAO held that: (1) NSA properly paid the employee an additional allowance at his new duty station, since his household goods were delivered late and without advance notice; and (2) the employee was entitled to an additional lodging allowance for one night at his old station if his previous residence was uninhabitable. Accordingly, the claim was allowed.
