A firm protested the Veterans Administration's (VA) denial of its request to correct an alleged mistake in its low bid, contending that it had evidence that its computer software caused the error. GAO held that: (1) there was clear and convincing evidence that the protester's bid contained an error, since there was a considerable disparity between its bid and the other bids; (2) the protester's software manufacturer confirmed that a software problem caused the error; and (3) VA reasonably determined that the protester failed to clearly indicate its intended bid price, since there was an unexplained discrepancy in its costs. Accordingly, the protest was denied.
