A firm protested the Department of the Interior's rejection of its bid for a training course, contending that Interior: (1) failed to adhere to the evaluation criteria in evaluating its bid; and (2) improperly found its staff inadequate, since it included technically experienced personnel. GAO held that Interior properly rejected the protester's bid, since its: (1) personnel lacked the technical expertise required for the training; and (2) proposal would require substantial changes to be technically acceptable. Accordingly, the protest was denied.
