A carrier requested a review of a General Services Administration (GSA) audit action to recover overcharges for government shipments, contending that the charges were for telephone calls it made to determine delivery addresses and obtain delivery appointments. GAO held that GSA properly deducted the charge for calls, since the: (1) carrier's tender did not authorize the charge; (2) shippers did not request the service; and (3) carrier was responsible for obtaining complete addresses without charge at its point of origin. Accordingly, the audit action was sustained.
