A firm protested a Navy contract award to another firm for contractor services, contending that: (1) the Navy improperly found its personnel experience inadequate; (2) the solicitation's evaluation criteria were vague concerning experience and personnel; (3) it received the Navy's protest report a day late; and (4) the Navy was biased against it. The Navy contended that GAO should dismiss the protest because the protester did not request any specific relief. GAO held that the: (1) protester's failure to request specific relief was not grounds for dismissal; (2) protester merely disagreed with the Navy's evaluation, and failed to demonstrate that it was unreasonable; (3) protester untimely filed its protest concerning the Navy's evaluation criteria; (4) protester was not prejudiced by its late receipt of the Navy's report; and (5) protester failed to show that the Navy was biased against it. Accordingly, the protest was dismissed in part and denied in part.
