A firm protested that the Army: (1) had repeatedly refused to solicit it for a cleaning compound; and (2) improperly denied it the opportunity to compete under prior solicitations for the compound. GAO held that the protester: (1) failed to protest under a specific procurement; and (2) untimely protested the alleged prior solicitations. Accordingly, the protest was dismissed.
