A firm protested a Defense Logistics Agency (DLA) solicitation for combat helmets, contending that DLA improperly: (1) limited competition to mobilization-base producers; and (2) extended the restriction to manufacturers of helmet components. GAO held that the protester: (1) provided no evidence that DLA did not need to limit competition; and (2) was not sufficiently interested to challenge the extended restriction, since it was only a potential supplier to the successful offerer and was not eligible for award. Accordingly, the protest was denied in part and dismissed in part.
