[Protest of DPSC Contract Award for Audiometers]

A firm protested a Defense Personnel Support Center (DPSC) contract award for audiometers, contending that DPSC acted in bad faith, since it did not request best and final offers before awarding the contract. GAO held that DPSC properly awarded the contract based on initial bids, since the solicitation advised bidders of that possibility. GAO would not investigate the protester's allegations that DPSC used irregular procurement practices, since the protester failed to substantiate the allegations. Accordingly, the protest was dismissed.
