GAO held that DPSC properly awarded the contract based on initial bids, since the solicitation advised bidders of that possibility. GAO would not investigate the protester's allegations that DPSC used irregular procurement practices, since the protester failed to substantiate the allegations. Accordingly, the protest was dismissed.
