A firm protested the Navy's cancellation of a solicitation for ship overhaul and subsequent resolicitation, contending that the: (1) Navy unreasonably cancelled the original solicitation, since the resolicitation contained only minor revisions; and (2) contracting officer failed to prepare a formal written explanation of the cancellation. GAO held that the: (1) Navy properly cancelled and reissued the solicitation, since the change in the required contract performance time was a material factor which could affect bid prices; and (2) contracting officer's procedural failure did not constitute a basis for protest. Accordingly, the protest was denied.
