A firm protested an Army order for military team cases, contending that the: (1) awardee's equipment failed to meet the Army's specifications; and (2) Army should have awarded it the order under its Federal Supply Schedule contract, since it was the only responsive bidder. GAO held that the Army properly: (1) determined that the specifications exceeded its minimum needs; (2) cancelled the delivery order; and (3) decided to reprocure through an open procurement with reduced requirements. Accordingly, the protest was denied.
