GAO commented on whether the Environmental Protection Agency's (EPA) practice of conducting concurrent reviews of proposed regulations violated a Clean Air Act requirement that agencies place in the public docket any draft submitted for interagency review. GAO found that, although the concurrent review process could make review revisions more difficult to trace, the pertinent section of the act did not prohibit EPA from using the process.
