A firm requested reconsideration of its dismissed protest of an Air Force contract award for engine generating sets. GAO had held that the protester was not sufficiently interested to protest the award, since it was not an offerer. In its request for reconsideration, the protester contended that it: (1) had an economic interest in the procurement, since it was a major subcontractor to one of the offerers; and (2) was a prospective offerer, since the Air Force had conducted a preaward survey of its facility. GAO held that the protester was not sufficiently interested to protest the award, since it: (1) was not an actual or prospective bidder; and (2) would not be in line for award even if the protest were sustained. Accordingly, the dismissal was affirmed.
