A firm protested any Air Force contract award for custodial services, contending that the Air Force: (1) improperly extended the original bid acceptance for the four low bidders; and (2) should reimburse it for its bid preparation costs and start-up costs. GAO held that the: (1) Air Force properly extended the bid acceptance period, since there was no indication that any bidder would gain an undue advantage from the extension; and (2) protester was not entitled to reimbursement for its start-up costs, since the Air Force did not receive any benefit; and (3) protester was not entitled to reimbursement for its bid preparation costs, since its protest had no merit. Accordingly, the protest was dismissed.
