[Comments on MARAD Cooperative Agreement Award for Ship Simulator]

Pursuant to a congressional request, GAO reviewed a Maritime Administration (MARAD) contract award for the operation of a research facility. GAO concluded that MARAD improperly used a cooperative agreement instead of a procurement contract and was not in compliance with the Federal Grant and Cooperative Agreement Act.
