The Air Force requested a decision concerning a deceased Air Force member's daughter's claim as an eligible dependent beneficiary under the Survivor Benefit Plan, since the child's stepfather had adopted her to acquire coverage for her under his health insurance program, but later nullified the adoption in order to secure the annuity. GAO held that the adoption nullification reestablished a full parent-and-child relationship between the member and the child and made her an eligible beneficiary under the Survivor Benefit Plan. Accordingly, the claim was allowed.
