A firm protested the Veterans Administration's (VA) rejection of its bid for cleaning, disinfecting, and chlorinating an underground reservoir. GAO held that VA: (1) improperly determined that the protester's bid was nonresponsive, since its suggestions for possible alternative methods did not take exception to any material solicitation requirements; and (2) should reimburse the protester for its bid and protest preparation costs, since the awardee had completed the contract. Accordingly, the protest was sustained.
