Highlights

A firm protested a planned Army solicitation, contending that the Army: (1) improperly planned to use the protester's proprietary information in the solicitation; and (2) should procure the goods from it as a sole source, since it had previously submitted an unsolicited bid. GAO would not consider the protest, since: (1) its objective was to ensure full and open competition; and (2) the Army had not yet issued the solicitation and the allegation concerning proprietary information was premature. Accordingly, the protest was dismissed.
