A firm protested the Air Force's rejection of its bid for maintenance services as nonresponsive, contending that: (1) the bank letter of credit it submitted with its bid was an acceptable guarantee; and (2) since it corrected the letter to cover the entire acceptance period, the Air Force should have awarded it the contract. GAO held that the: (1) Air Force properly rejected the bid as defective, since the surety's liability was not clear; and (2) a bidder could not correct a nonresponsive bid after bid opening. Accordingly, the protest was dismissed.
