A firm protested a Navy contract award for logistics management support, contending that the: (1) awardee's bid did not comply with solicitation specifications; and (2) Navy's cost realism evaluation was inadequate. GAO held that the Navy's: (1) determination that the awardee's proposal met its needs was reasonable; and (2) cost realism evaluation was reasonable and not arbitrary. Accordingly, the protest was denied.
