A firm protested the Army's decision to allow correction of the low bid under a solicitation for a fuel systems maintenance dock, contending that: (1) because the low bidder's upward corrections would make its bid higher than the protester's, it offered to lower its bid for another item; and (2) the low bidder's alleged mistakes and intended bid price were not apparent on the face of its bid. GAO held that the low: (1) bid remained low, even after upward correction; (2) bidder was entitled to upward corrections based on evidence other than the bid documents; and (3) bidder's supporting documentation clearly indicated incorrect calculations regarding both the upward corrections and the lower price for another item. Accordingly, the protest was denied.
