A firm protested two Navy contract awards for underground tank repairs, contending that the awardee: (1) did not have sufficient experience to perform the required work; (2) performed poorly on a previous contract; (3) submitted an unrealistically low bid; (4) was involved in forbidden sales with the Soviet Union; and (5) would subcontract work in violation of requirements. GAO held that the: (1) allegations concerned bidder responsibility, which it would not consider; and (2) allegation concerning subcontracting was a matter of contract administration, which it would not consider. Accordingly, the protest was dismissed.
