A firm protested the Navy's rejection of its bid for electrical repair and construction services as nonresponsive, contending that: (1) its failure to identify the solicitation number with its bid bond was immaterial, since it submitted the bond with the bid; and (2) it had not intended to offer a bid acceptance period shorter than the solicitation required. GAO held that the Navy properly rejected the protester's bid, since the: (1) bond's lack of a solicitation number was a material element directly affecting the bid's acceptability; and (2) bid specified an acceptance period shorter than that stipulated in the solicitation. Accordingly, the protest was dismissed.
