Three civilian Air Force employees claimed entitlement to tour renewal travel, contending that they were employed in Hawaii prior to the implementation of a regulation restricting entitlement after September 8, 1982, to necessary travel. GAO held that: (1) only employees stationed continuously in Hawaii or Alaska since September 8, 1982, could retain unrestricted tour renewal travel rights; and (2) since the claimants were reassigned away from Hawaii, they were not eligible for tour renewal travel when they subsequently returned to Hawaii. Accordingly, the claims were denied.
