A firm protested the Army's rejection of its bid for a multipoint permeation analyzer as nonresponsive because the bid included preprinted terms and conditions, contending that: (1) it used the standard form only to add detail and technical credence to its proposal; and (2) since it completed the bid package, it indicated its acceptance of the solicitation requirements. GAO held that the Army properly rejected the protester's bid as nonresponsive, since the preprinted conditions would not obligate the contractor to perform the contract in conformance with all material solicitation requirements. Accordingly, the protest was denied.
