The Army requested a decision regarding a company's reimbursement claim for emergency repair services to electrical equipment at an Army base. The Army advised that there was no formal agreement for the services because of a breakdown in communications between it and the claimant. GAO held that the Army should reimburse the company on a quantum meruit basis, since the: (1) services provided would have been a permissible procurement if there had been a formal agreement; (2) Army accepted the services; (3) company provided the services in good faith; and (4) amount claimed for the services was fair and reasonable. Accordingly, the claim was allowed.
