A firm protested the Air Force's cancellation of a solicitation for janitorial services and subsequent resolicitation, contending that the Air Force improperly: (1) cancelled the solicitation; (2) used sealed-bid rather than negotiated procurement procedures in the resolicitation; and (3) limited competition by requiring payment and performance bonds. GAO held that the Air Force properly: (1) cancelled the solicitation because of inadequate funding; (2) changed its procedures, since negotiations were no longer required; and (3) imposed bonding requirements to ensure uninterrupted performance. Accordingly, the protest was denied.
