The Army requested a decision regarding its requirement to provide hearings for employees before recouping overpayments the employees received due to fraudulent travel claims. GAO held that the Army should provide due process procedural rights to employees, including hearings, before collecting the erroneous payments. Accordingly, the Army should collect the overpayments, subject to the applicable statutes regarding salary offset.
