A firm protested any Defense Logistics Agency (DLA) contract award for electric plug connectors, contending that DLA should have restricted competition to previously qualified products. GAO held that the: (1) solicitation clearly stated that unqualified products were acceptable; and (2) protester untimely filed its protest after bid opening. Accordingly, the protest was dismissed.
