An individual protested the Air Force's cancellation of a solicitation and resolicitation for radiology services, contending that the Air Force: (1) should have anticipated solicitation changes before bid opening; and (2) arbitrarily cancelled the solicitation on the basis of alleged inadequacies. GAO held that: (1) the Air Force reasonably determined that the protester's bid price was unreasonable; (2) the protester did not challenge the accuracy of the Air Force's cost estimates or attempt to explain its bid price; and (3) since the Air Force reasonably cancelled the solicitation based on the protester's bid price, it would not consider the protester's other allegations. Accordingly, the protest was denied.
